It is a perfect example of the recent trend to adopt a lightweight material "EVA" that provides comfortable cushioning and an upper with a sense of volume that is conscious of the dad shoes. As the essence of "Billy's" there, psychedelic neon colors are distributed throughout with black as the main body.
